If Zekrom represents ideals then it would be logical for it to be in OR considering Team Magma's long-term goal is to make better for humanity alone.
Reshiram represents truth, which would work well in AS with Aqua's honest goal to aid aquatic pokemon.
If that's how GF is thinking then we may get Zekrom in AS and Reshiram in OR, which could still work as lighting is effective in rain and fire in sun.
