Also, just as a note, just because a Pokemon is lower-tiered doesn't mean that they're unusable - just that their movepool isn't as good for dungeon-trekking as their upper tier buddies.
Yeah, you can use Chikorita, and can do well... but you're going to need to work harder compared to a Chespin.
