They don't need to alter the pokemon files themselves, just the way the GTS protocol works.
In case it hasn't ticked down with you, all this allows is for pokeCHECK to be updated so it can read gen 6 pokemon, possibly allowing you to transfer gen 5 pokemon and converting them to this new format so you can then send it to a queue through GTS to your game.
JUST in case you're waiting for this to magically lead to pokegen being updated, or something.
