The difference is is that he actually had the gall to evolve his mouse.
Now it's a big, fat, fluffy orange rat that completely dwarfs Dedenne in size. The contrast between the two even becomes more blatant as they stand face-to-face, regional pikaclone against regional pikaclone.
The two await for the other to make a move.

The two rodents kush-kush while studying each other's features. Despite the obvious size and aesthetic differences, Dedenne and Raichu seem to be caught in a deja vu moment, neither are sure whether or not they're from the same species. The fact that they're both orange, have cute puffy cheeks, have long tails, have big eyes, are marketed, and are Electric-type are enough to cause confusion.
