Joking aside, it was due to the limitations of the time with only 3 dragons in G1 from the same line and one added in G2, in BW2 he has an entirely dragon team, but my favorite is his final team in PLGPE Seadra, Aerodactyl, Gyarados, M Charizard X, A.Exeggutor, and Dragonite, still retains that silly touch of the first generations, but thematically it is more in line with a dragon tamer.
