It's just the last stage of their life cycle, and it can change like with Sinnoh Evolutions, there are also Pseudo-Legendaries like Tyranitar that are capable of similar things as Legendaries, Heck, Mega Digimon range widely too as there are some that are either Giant Monsters like Plesiomon or Literally Satan like Lucemon, Going by averages, I'd say the Average Champion/Ultimate level is on par with Fully Evolved Pokemon, and Megas to Legendaries, but then you have Special Megas and even Ultra Digimon that are a stage higher.
