Even then, and even with Kukui/Gio, when it can reach the 180 again (but still not an FFBd EX) it will now fall short of OHKOing GX since they all have 200+ HP.
So it will never be Tier 1. However, your build here can benefit greatly from Devolution Spray, Revitaliser, and 2 more Vs Seeker. The whole point of the deck should be to try hit with paralysis as often as possible so that the multiple low power attacks get the chance to add up / your opponent runs out of Lysandres/ropes to break your streak.
I would try
+4 Devo Spray (you can re-evolve if you have FoGP in play - no point making a serperior deck without maxing out this card)
+2 Vs Seeker (never reason to not run four unless you are making an Archie build or something)
+3 Revitiliser (quicker than Virizon's attack)
+1 Teammates (great draw card in any deck that dies often)
to make the room
-2 Shauna (You have good draw already)
-1 Level ball
-1 Timer ball
-3 Energy retrieval (Serperior is a 1 energy attacker, this is totally unnecessary)
-1 Balloon
-1 N
-1 Energy
You could make this deck much better again with some Shaymin, but I assume the reason you aren't running any already is that you don't have the means to get any.
