My evil team leader is basically a ripoff of Horus Lupercal from Warhammer 40k. So essentially like AZ, he's going to be a character that existed in the past but unlike AZ who was immortal, this dude was frozen in stasis or something. The evil team are like a cult that worships this guy as the figurehead of Galar's "warrior/expansionist" past, and seek to revive him to continue that ideal.
This guy's past is that he was born centuries later after Eternatus's first defeat, as one of Galar's lead generals in its armies. During this time the region was under the rule of a king who originally had expansionist ideals, and engaged in conflict with numerous regions close to Galar. This king believed he was genuinely good though, as his outlook was that Galar was a immensely prosperous region and he wanted to share this prosperity with the world, but after years of being rejected by nearby regions felt that the only way to share Galar's wealth and power with the others was to essentially force them to swear alliegance through conflict.
