Alternatively, Pokemon like Exploud could be fixed with +10 or +20 to speed. Kyurem and Nidoking have shown us that you don't need to be blazing fast to be useful, you just need to outspeed key threats. If Exploud could outrun scary Pokemon like Bisharp, Xurxitree, and Chandelure, and the faster tanks like Mandibuzz, Cresselia, and Suicune, then it would have a valuable, though slim, niche.
