Yes the cards are designed by various illustrators that are contracted by TPC (without the i). Most of these illustrators are in Japan. The team that gives that approves the illustrations work for TPC.
The reason why 5ban fills up entire sets is because they can produce "full arts" fast as they use CGI technology.

Some illustrators will occasionally be contracted outside of Japan like Christopher Rush who made pic related

Umm, no, sorry sweaty. I used to hate this card art, but then I started playing Magic and got more of an appreciation for Christopher Rush's artstyle. I actually have a copy of this card signed by him now, he said at the time that he probably only signed 2-3 of these before.

But in other news, this card is one of the only cards that the art was done by an American artist, with the only other ones I know of being the Promo Snorlax and a random Pansear by James Turner.
