It doesn't make sense that the Shelder would also 'devole' after letting go.
It's just an idea with parts GameFreak scrapped but then never fixed it so it made sense. They just left it and didn't think anyone would put too much thought into it.
It does look like Galarian Slowbro isn't going to have a shell on it's tail though so maybe we'll get some new reasoning then.
