Those are animation techniques. We're talking about 3D models that have to interact with and be part of a "real world", this one doesn't have "smear frames".

This looks like they couldn't decide if they wanted it to look "realistic" or cartoonish, so they went sorta half way and then just didn't bother perfecting it.
