It's because the first HAS to be from mewtwo (and I got really unlucky). Mewtwo picks will always be significantly more common with the an unmodified apk as a result, and their GPs will be the only ones with the potential for a 1/1 guaranteed pick when friended. All the others can only manage 1/2 at best.
