No. The hydra is a serpent. Think serperior with multiple heads when you think hydra. If anything, Hydreigon is closer to Tiamat.
And I said nothing about the look. I said that it doesn't laugh. A lot of normal dogs look like a fucking hyena. I'm sure that if GF made a hyena Pokemon, they'd incorporate that laugh in there for its design some way.
