We've done this discussion a million times but yes, GF is the problem. SWSH is fucking garbage but can actually be saved with content patches ala Splatoon 2, which gave us new clothes, new maps and new weapons.
SWSH can be updated with new areas to explore, new items, and of course Pokemon. Maybe some $10 DLC pack that gives you a new island to explore that's another huge Wild Area and a ton of new clothes. The game would basically adopt a "launch it now, fix it later" mentality which while not perfect is significantly better to the consumer than "launch an unfinished game at full price then sell a halfway finished game at full price a year later." We've actually seen this exact situation with YKW4, the devs at Level 5 could not get all the Yokai in at launch since they had to remake all the models and animations, but they promised to patch in every single Yokai for free.
The problem is Gamefreak REFUSES to do patches unless they're a game breaking bug. It's more profitable to sell people another game a year later than it is to be a not shitty gamedev studio and patch the game. If Pokemon were in the hands of LITERALLY ANYONE ELSE we'd have content patches.
