Kyurem-B SHOULD be on the same level as kyurem-W but in physical flavor, and while I'm not super familiar with ubers meta, ice and electric is better than ice and fire, and not as many things will be ready for physical ice/electric moves compared to the special flavor. As you've pointed out, the only thing KEEPING it from getting that far is the fact that, despite cheating the system and being one of the few pokemon with an actually good physical electric move, it somehow doesn't have a good physical ice move. It exists in the bizzare limbo where I'd suggest that hone claws kyurem-B with blizzard is an actually kind of decent set if only because it doesn't really have anything better to do with ice beyond Z-move shenanigans on its charge move, but at that point I'd sooner just run something I can use all the time in that slot and give the z-crystal to something else. I'll tell you what the problem is: Gamefreak didn't want to make something with high power boltbeam coverage, especially not in a flavor that goes around special walls used to stop such things. I honestly think it doesn't even need dance or 'quake, if Kyurem-B gets icicle crash then its game over for everyone and the big boy hits ubers. Its kind of funny really that the better of the two between resh and zekrom has the shittier fusion, but I guess it goes to show that the only place reshiram belongs is taped to Kyurem's but.
