Hydreigon is based on the mythological Hydra, which was an unique, named creature. Yet it's still normal. Spiritomb is a concept. Jynx is the Yama-Uba (a singular entity)
On the inverse, Celebi is based on the Kodama, which were generic and abundant spirits. So inspiration has no bearing.
Mythicals are dumb and make Meloetta dumb by belonging to that crappy group.
