I searched where does that vignette come from. At first I thought it came from Pokémon Special, but no, after some research I found it is from the bizarre gag manga called Pocket Monsters. This one:

Now let's talk about her clothes. I think these are clothes a young girl wouldn't wear, but sinnce she's from an older generation, that makes it harder to tell.
