If anything, Mega Evos were always intended to be something more but Z-Moves ended up being a late addition alongside trials because they were recognizing how lifeless Alola was and were shitting their pants over Yokai Watch at the time. Seeing positive reception to that just led them to rehash the same formula in Gen 8 which got even more critical reception.
Assuming PLA set the course straight and SV acts as a true return to form, we can definitely expect megas back; else they would be delegating them to gimmick form status like the other one-offs.
