1) people who take /pol/ /lit/ or even /x/ subject matter seriously like it enough to genuinely engage with others about it on other boards when it pops up.
2) /pol/ while the home central for the topic of political science and whatever else you could claim it for is also susceptible to memetic degradation. As an example, see the inverse: ive had way better discussions about pokemon with anons on /v/ or even /pol/ (it comes up in the context of nostalgia threads) than I pretty much ever have on /vp/. The boards being insulated the way they are does it - there is “board culture” and unlike reddit which takes itself too seriously, 4chan still retains its culture of absolute self degradation, which impacts every board’s culture as well
Tl;dr 4chan boards warp into memes of themselves and I’ve been on here way too long to see it happen repeatedly
