Troublemaker isn't on Red's grid and you absolutely should not give him Troublemaker as a lucky skill
Red wants Critical Strike 2!
No matter his sync level he relies on his crit! He's there to deal out massive amounts of damage once Cobalion is asleep
You can, however, use Heat Wave and hope to inflict a burn on Cobalion
That's what I did and it worked decently well, but once he's burned spam Blast Burn until you take out his bar
Also troublemaker only works on status moves, which Heat Wave is not--it's a move that deals damage and has a chance of inflicting a status condition.
Moves like Hypnosis or Sleep Powder benefit from Troublemaker.
Serena, Agatha (who you can use as a sleeper and spam Lick to hope to land Paralysis), and Ramos all want Troublemaker!
Serena there's a damage focused build you may wanna look into first in which case she'd want CS2 for that
