Because being required to travel to a specific irl location to compete in vgc is a 100000x more expensive barrier to entry than being required to legitimately obtain the 6 pokemon you use to battle. This also obviously makes it less competitive, by artificially limiting the pool of possible participants. Irl traveling isn't a skill involved in pokemon battling, but it is necessary to even be allowed to participate in vgc. Travelling requires time, effort, money, and resources, and has even less relationship to your skills as a pokemon trainer than catching your mons does - yet it is even more crucial, if you want to compete in vgc.
It is of course obvious that pokemon is intended to be a kiddie larp, the larp is that you're pretending to be irl pokemon trainers. From this perspective, it makes sense that they want you to obtain your pokemon legitimately, as well as be present at a specific irl location to compete.
Hacking in your mons is no different than using fake cards for the tcg. It's easy to see why this is illegal.
If you are pro-genning, you should also logically be against the in-person LAN party-tier tournaments that are vgc pokemon. Other competitive games have their tournaments online, utilizing this wonderful thing called the internet, so that people from all across the world can compete instantly and fairly without being hindered by the bounds of real-life geography and/or poverty. Then you wouldn't be in the red even after claiming your prize money...
But of course, if gate-keeping poorfags is important to you, that's understandable too!
