They're common in the north and are almost always sold in sets of two, because you're supposed to put one on either side of what they're protecting (a gate, a door, another statue, a person, etc). In the 1950s or so they started mass producing them and removed the horn because they used to break off constantly. And all of that shit is referenced in the pokedex entry for Hisuian Growlithe.
