There's only 9 trainer battles before that point and 7 of those are against trainers who use only 1 pokémon. Because of the way EXP works in gen 5, it's pretty much impossible to train even a single pokémon to level 14 (the highest level pokémon you can battle is lvl 9 and most trainers use pokémon level 5 or lower) without grinding and that'll take too long
His pokémon have no weaknesses whatsoever. The only fighting type pokémon available can't learn any fighting type moves at that point
Also work up lillipup hits really hard and there's no pokémon that resist normal type moves at that point
