It's been a while since I last checked but It's unbelievable no one tried. I remember people were already ripping Diamond/Pearl assets and "backporting" them as sprites in Ruby, and that was on Pokemon forums in 2010.
It's been 15 years and we still don't have a fanmade visual overhaul?
I'd get it if romhacking fully moved to Gen 4+ but let's be honest, we're still largely stuck on Gen 3 from what I can tell.
I was 100% sure we'd have a fan remaster by 2015 at worst but Nintendo managed to give us actual remakes sooner, it's insane.
Maybe I always overestimated the amount of people that finds Gen 3 graphics unpleasant to look at
