That goes for the anime, manga, oldschool Sugimori art, you name it. Besides, there would be too many inconsistencies on where to draw the line. If Pidgeot is measured by wingspan, what about Noivern? Or Reshiram? Hawlucha? Dragonite?
The general rule of thumb seems to be as follows.
Biped: Standing height, toe to top of head
Quadruped: Probably to shoulders/withers, may be top of head
Serpentine: Nose to tail length
Odd bodies: Depends
