There's a grunt that says joining required a payment of 5m in currency, and we compare that with Lysandre's views it's likely an intentionally high initiation fee to prove that they're productive. Unfortunately, monetary wealth is a very poor indicator of actual productivity, especially in a post-societal world that Lysandre intended to create, and what he ended up with for goons was a large group of goons that acted selfishly and he was fine with it because he assumed EVERYONE acted selfishly and that at least his goons could survive on their own wits.
Is it flawed? Absolutely. It's intended to be. XY's story was GF playing armchair politics ala BW.
