TR tried to create Mewtwo but Erika deemed it a failure for reasons, maybe because it was uncontrollable, so they decided to go for a robotization project using the Mewtwo project as a base where the creation would be always under their perfect control.
It would be like a combination of Genesect and Mewtwo's armor plotlines.
