Not a bad shiny, not amazing either, I don't like Lucario but I literally nothing else that can reliably deal with Dark types right now.
Going a bit over how you get Riolu, it's kind of autistic, when you lads reach Ireland and come across this quest, ask away if you're confused, because you get vastly different rewards depending on your choices.
