Found this funny bastard here in the courtyard, not sure if it's still an unreasonable 1% encounter rate, but if anyone who doesn't really care about the dual type restrictions or is running Normal types should probably get it, you can luck out like me and get a Link Stone in the Kecleon shop, that together with the Upgrade you can easily get via Madelis' lab means you have access to Porygon 2 by this point already.
