The pokemon looks and acts feminine in the game, it definitely acts feminine in Pokken and was clearly inspired by the anime version with all the performance/dancing references, and Serena's is confirmed to be female.
Just like how Lucario has a 50/50 gender ratio, but pretty much every appearance of it with a confirmed gender was male.
