Forms are changing the allocation of a pokemon's stats without strictly making them stronger (no not fucking start with kyremB/W, that shit is literally merging two pokemon). Look me straight in the eye and tell me that the changes don't scream 'I'm stronger now' by the standard of every piece of nip IP in the past 10 years.
