Not based on any one country, but partial chunks and pieces of multiple ones.
Main story takes place on larger islands with at least 3+ towns/cities in each, but also has several single town/dungeon islands dotting the ocean for you to explore.
The islands would likely have to be 'shrunk' a bit though since a region encompassing the area would already be larger than all regions so far combined.
