this is exemplified throughout the pokemon series, like here, where, due to the left and right sides of the building extending past the frame, they don't have black edges, while the top and bottom, which don't extend, do have black edges.
foster's gym merely has all the edges extending out of the frame. that doesn't mean it's outside
