Second, Normalize is a fun ability and it just needs more moves to abuse it. TWave is great but it learns a lot of moves you'd rather not retype to Normal (Play Rough, Ice Beam, Tbolt, Grass Knot). I think giving it more unusual moves with side effects that outweigh the power would be the way to go.
It also has Wonder Skin to reduce accuracy of status moves and it has a fun gimmick movepool. Maybe giving it better stats would help it be a better disruptor which I think is what they were going for with its movepool. It wouldn't jump to OU but it could use its moves a bit better. +10 Speed,+10 HP,+20Att,+20SpAtt (BST 460)?
