You say they can be easily changed but it's has been 3 generations we have had with washed up colors. And most of the flying mons like skarmory do not even give the impression that they are flying since they don't flap their wings.

Every single one of the problematic mons were either pseudo legendaries or outright legendaries. Dragons mon that were neither of those weren't seen as top tier except for Kingdra but that was due to gen 5 rain abuse.
