Water is all around excellent offensively and defensively, ice beam is near universal and cucks one of its two weaknesses and all the types that resist its STAB, other than itself. So literally the best counter to a water type is ANOTHER WATER TYPE. Oh and with only two weaknesses it resists four types because fuck balance. Steel has this kind of discrepancy too but at least it's shit offensively.
Meanwhile Ice types have four weaknesses, all of which are extremely common bar steel, and only resist themselves. Their offense, good as it is, doesn't matter because water types can do it for them without the drawback of actually having the ice type. So if you're actually trying to win games, there is almost no reason to use an ice type over a water type.
