Bubbles pop when they grow too big. There are now over 1000 pokemon designs (including mega forms, gmax form, alternate forms, pokemon with gender differences, etc, etc). And gamefreak devs are expected to make HD rigged models and animations for all of them. And that 1000+ number only keeps getting bigger as new gens keep adding more and more pokemon.
Gen 8 was the first gen where a large portion of the dex was cut. Even with Crown Tundra out now, we still don't have all the pokemon from previous gens. This was done because gamefreak devs just can't keep up anymore with making HD models/animations for every single pokemon. They are just too many now. And future gens (9, 10, 11, etc) will most likely keep on cutting out pokemon. We reached the point where development can no longer sustain the thousands of pokemon designs it has created over the decades. You can't catch em all anymore.
