The same can be said in English where Poké Balls are balls used to catch Pokémon. Poké doesn't denote whether it's made from artificial or natural materials, and Apricorn balls were always said to be how Poké Balls were made before they became mass-produced. You needed craftsmen to make them, and Kurt is one of the people that carry on the tradition. He's not the inventor of them.
The Pokédex is called 図鑑 (Zukan) in Japanese. You've likely seen one in real life as a kid. It's like a book of illustrations dedicated to one topic (usually flora or fauna) with descriptions and pictures for each type. Like you might have one for dinosaurs with different dinosaurs lining each page and short descriptions. The Pokédex in FRLG is a lot like this. Oak's dream was to create a Zukan for Pokémon, and what's special about his is that it's an electronic one that seemingly catalogs Pokémon by itself after they're caught.
