Buying old boosters is really not a good idea, prices are inflated because of investors and wealthy people who just want a rush of nostalgia, then on top of that you have a whole lot of scamming going on
Buy that person rare Charizard, Venusaur and Blastoise cards. They had plenty of printings so there has to be one you know he doesn't have
I'd advice you to get him their Expedition printings, they're from 2002 but are MUCH rarer than the 1999 printings
