The bond between Trainer and Pokemon is going to need to be strong in order to use it. A Pokemon will also likely have to be able to handle being able to use an extremely powerful attack.
If the bond isn't strong enough the attack will fail or not activate. Maybe even take a toll on the Pokemon using it.
