For a "wanderer" he didn't appear all that much during the main campaign and his impact was minimal, not only that but you don't even battle him after facing the elite four like every other champion.
Even in the anime he was only given one pokemon which wasn't even his signature Volcarona and he lost to Ash by falling asleep, what a joke.
