Without its Rock typing, not only are its stats actually the worst of every psuedo-legendary Pokemon - even the slime dragon - but it also takes damage from its own sandstorm. It can't Tera into a Ground or Steel type, either, because they both share weaknesses with its original type
No matter what, TTar is screwed by Terastallization. It can't abuse it, and defensive teras make its job much harder. It'll be a fine RU staple, maybe dipping to NU for a bit in the next DLC wave.
