Luckily this does not apply to BW2 Starmie: you can get Surf for a strong STAB fairly quickly, not to mention you literally need it to catch Staryu in the first place. Psychic just happens to be exactly where you catch Staryu. Ice Beam(Giant Chasm) and Thunderbolt(Victory Road) are endgame but I guess you could cope with Blizzard and/or Thunder from Lacunosa if you want a coverage move, otherwise you could go for the literally unkillable Starmie strat by setting up evasion and both defenses.
