It's the opposite: an error-handler designed to fill in the hexadecimal gaps between Pokemon where other scrapped Gen 2 Pokemon were going to be, so that way GF testers don't accidentally run into actual game-crashing glitchmon data like you'd see from Index #191-onwards.
