It's just very clearly a task that does require some effort.
Like, yes, the models and animations are already done for the old mon. That means that aspect of it isn't a big deal.
They do, however, need to update the textures, which they clearly have done with the firs 150 mon for LGPE as seen between the two here. It's not just about making them higher res, they also adjusted the line weights and tweaked aspects of them, particularly in the face. Don't have it, but the one comparing Miniccino shows they actually did redo how the eyes were shaped.
Once that's done, implementing isn't simple. They still have to import the mon, make sure everything is hooked up right as far as scripts, animations, alternate textures, etc go, then go about doing any stat changes, modifying move lists and other in-game adjustments.
These are all fairly simple, if time consuming tasks, but the problem comes from having to do them 800 times over to ensure every Pokemon gets in and is updated right. Doing all this for a single pokemon could take all day honestly, especially accounting for handing off assets between different groups (i.e. the artists from Creatures who update the texture giving it back to the ones in charge of implementation at GF).
And it's all not accounting for the much more intense work that goes into all the new shit they have to make.
So yeah, looking back it's amazing that they didn't do this in Gen 6 when they went to 3D.
They did all 720 pokemon from scratch then, and it required them to hire over double their usual staff to do it.
They could certainly do that again, but of course that would require their executives to not be garbage, so dex cut this time instead.
