There's a fundamental trade-off in game design between randomness and the benefit of skill. Coin-flipping has no real skill involved, while chess is entirely non-random and is considered to have a high skill ceiling. Letting every pokemon have a move of every type simply makes everything unpredictable in a way which obscures the skill-related elements of the game. Nerfing it from 70BP was a good start, but mons having limited move options is essential to a player's thought process both in-battle and during teambuilding.
It's also a bad move because you can't tell what type it is even after it's revealed. If something you have out gets hit with HP for neutral damage, what type is it? What does it threaten? What does it say about the other move options they've chosen? You can't ever really know, despite "reacting to revealed information" being the key skill of battling.
