Each and every one has a small list of different counters, and if you guess the wrong counter, you're down a Pokemon and have potentially lost the game. Volcarona just needs a free turn and it runs away. 1 Quiver Dance and it's over.
If you could see the opponent's Tera type, like everyone had been asking for to limit Tera, you wouldn't be at such a huge disadvantage. But because Tera only got a 59% vote to have action taken on it instead of 60%, Volcarona had to go alongside Espathra, Annihilape, and Regieleki (though the latter was getting banned in any scenario that wasn't an outright Terastallization ban).
