Whether you personally think vengeance is 'evil' or not doesn't matter, it implies that Pokemon are capable of recognizing the difference between good actions and bad actions and are willing and able to choose 'bad' ones. The fact that there are Pokemon entirely themed around justice and virtues also lends to this. If it's not possible to be evil, then it's not possible to be good. To have a sense of right, you must also comprehend what is wrong to compare it to.
It's especially egregious with ghost Pokemon, but you can find examples from almost any type.
