Implies that there are more of them out there and therefore could have adapted to different environments.
Actually now that I think about it, that would be a pretty cool way of making Legendaries more common Pokemon in certain regions.
Like Heatran is super rare in Sinnoh. But there are more out there in the world because it has genders.
So what if it moved to an environment where it could thrive and there was an actual population of them? So Heatran became somewhat common amongst trainers?
